CTM has assembled a leadership team that on average brings more than 30 years of experience in property management, renovation, financial oversight, information technology, and marketing. Our professionals have developed systems and processes that maximize the effectiveness of all personnel – from accountants and on-site managers to maintenance technicians and regional supervisors. Great management starts with great people and a successful company is built from the bottom up, where every individual at CTM lends a hand in creating an exceptional management company.

Beginning as a property supervisor, overseeing a small portfolio of properties in 1988, experience has been learned firsthand with the growth of the company. This experience has formed the hallmark of detailed management coupled with exceptional service that CTM is known for industry wide. Mr. Needham currently oversees all aspects of Corporate Operations and leads the Executive Management Team that handles the day-to-day management of the CTM portfolio. Mr. Needham’s role quickly expanded to include Corporate Oversight and Chief Operating Officer, making strategic decisions in planning for long-term growth as the company expanded further into Southern California. Besides coordinating overall growth, Mr. Needham leads the corporate level operations through monitoring and guiding the Executive Management Team to oversee all assets in the CTM portfolio. This group includes the Managing Director, Controller, IT, and Human Resource teams that monitor and guide management processes at the corporate level.

Mr. Needham has been with CTM since its inception and is a licensed real estate broker and member of the Institute of Real Estate Management. He graduated with a B.A. from the University of San Diego and sits on the Board of Directors for CTM. Mr. Needham earned his CPM® designation in 2005 and was awarded “CPM® of the Year” by IREM San Diego in November of 2010.


Eloisa Marinela Borja

Eloisa Marinela Borja

Eloisa Borja joined CTM in 1995 and serves as the Senior Regional Supervisor overseeing all regional supervisors and on-site managers, including the personnel and staff of each property in the CTM portfolio. She is responsible for the supervision of property operations related to human resources and assists in day to day management of the CTM management portfolio. Ms. Borja also coordinates on-site personnel with corporate oversight and accounting operations and is responsible for scheduling and communicating corporate initiatives in marketing and planning to all regional supervisors. In addition, she participates in due diligence reviews for a client’s acquisition of a property and assists in the planning of renovations with the construction department and on-site staff.

Ms. Borja is fluent in Spanish and is a licensed real estate salesperson. She graduated from the Insituto de Mercadotecnia y Publicidad in Mexico City and has held executive positions with Bancomer in Mexico City, Bank of Boston and Banco de Santander in the Dominican Republic. Her background in supervision and communication within a team-work environment greatly benefits all our clients, and assures the completion of diligent planning and successful operation of a multifamily investment.
